High waters have engulfed the lagoon city of Venice on Monday leaving close to 45 per cent of the historical centre underwater.

Early morning sea levels rose about 131 centimetres above their normal level, forcing tourists and residents to don rubber boots and wade through the water.

Locals say the flooding is now a yearly occurrence.

The north of Italy has been hit by a bad weather front over the last two days with strong winds and heavy rainfall hitting much of the area.
