Colombia's President Alvaro Uribe has asked Venezuela to investigate the killing of a Colombian amateur soccer team in October.
He also denounced Venezuela's decision to dynamite two border bridges last week, saying the bridges united families.
Tensions between Colombia and Venezuela have mounted since Colombia signed a deal allowing US troops greater access to its territory to conduct anti-narcotics surveillance.
This month, Venezuelan leader Hugo Chavez ordered his army to prepare for war with its neighbour.
Chavez's popularity has slipped this year amid high inflation, electricity blackouts and water rationing.
Critics say he is stoking tensions with Colombia to try to divert attention from Venezuela's domestic problems.
