The International Cycling Union says its athletes' commission wants teams and entourages to also be sanctioned if a rider is caught doping.
The panel of riders, including London Olympics women's road race champion Marianne Vos, concluded a three-day meeting on Wednesday as the UCI tries to involve stakeholders in repairing the sport's battered image after the Lance Armstrong doping affair.
UCI says the riders, drawn from across cycling's disciplines, believe reducing the salary gap between team leaders and squad members could reduce the temptation to dope.
The commission recommends that the 'minimum salary should be increased and a ceiling imposed on teams' salary budgets'.
The UCI says the riders want women's prize money to equal men's races, teams to invest in women's squads and race organisers to stage equivalent women's events.
