Kevin Rudd has again said that he's a happy little Vegemite in his current role as foreign minister.

In a bid to stamp out leadership speculation, ministers must now seek permission from the prime minister's office before any meeting or private talks, News Limited reported.

Mr Rudd on Friday said he had not read the report about the gagging order.

'The honest truth is I haven't seen this morning's paper but those are matters for the prime minister,' he told reporters in Sydney on Friday.

Asked if he wanted to be prime minister again Mr Rudd replied: 'I'm a very, very happy little Vegemite and a content Vegemite being foreign minister of Australia.'
