Police have formed a strike force to investigate the death of a man who drowned after falling into Sydney's Darling Harbour during a brawl.

Police say several men got into an argument in a bar in the Cockle Bay entertainment quarter about 12.45 (AEDT) this morning, a brawl then broke out on the boardwalk outside the bar, which resulted in a 19-year-old man ending up in the water.

The man got into difficulty and attempts by police and members of the public to rescue him were unsuccessful.

His body was later recovered by police divers.

Three men, aged 22, 23 and 24, were arrested at the scene and are assisting police with their inquiries.

Police have formed Strike Force Southdown - including detectives from the Homicide Squad - to investigate the circumstances surrounding the man's death.
